We worked with the staff to develop pandemic response plans, emergency operations plans and business continuity plans. Our approach with the Department of Personnel Administration focused on the essential functions that they perform. We were able to develop strategies that leveraged existing capabilities and assets to respond to anticipated threats to operations.

When LISTCon analysts worked with the California Department of Transportation (CalTRANS), our approach was very different.  CalTRANS responds to emergencies and disasters throughout the state. This organization was very skilled at responding to threats to the infrastructure of the state, but had very limited responses to threats to their own infrastructure. We helped CalTRANS adapt their existing disaster response capabilities to new classes of threats.
